It was stated that a man was driving his truck but as to whether it was in the night we don't know. But the clues were that his lights were not on and the moon was not out.
And also, one can only see someone or a woman crossing the street up ahead only in the day under the stated clues/conditions... So clearly, the answer is because It was a bright and sunny day!

Lol The funny thing about some riddles is that they make you feel stupid when you learn the final answer. I dont think there can be a more fitting answer than the one @Chinesta10 has given.
